Understanding Overseas Employment Promoters and why they matter
An Overseas Employment Promoter (OEP) is a company or individual licensed by Pakistan's Bureau of Emigration & Overseas Employment (BEOE) under the Emigration Ordinance, 1979 to recruit Pakistani nationals for overseas employment. The BEOE regulates all OEPs through a rigorous licensing process that includes security deposits, annual renewals, and compliance audits. Only licensed OEPs can legally process overseas employment from Pakistan.
The distinction between a licensed OEP and an unlicensed agent is critical. Licensed OEPs like PPA are bound by government regulations that protect both workers and employers.
