Phase 1: Demand Analysis & Planning
  • Employer submits Power of Demand Letter & Wakala (Power of Attorney)
  • PPA registers demand with Protectorate of Emigrants (BEOE)
  • Permission to Process granted (120-day validity)
  • We analyze job requirements: skills, certifications, experience levels, language needs

Phase 2: Candidate Sourcing & Screening
  • Multi-channel sourcing: our database of 50,000+ registered workers, job portals, field recruitment, referrals
  • Initial screening: CV review, phone interviews, skills assessment
  • Background verification: employment history, education credentials, reference checks
  • Shortlist 3–5 qualified candidates per position

Phase 3: Client Interviews & Selection
  • Coordinate video/in-person interviews between employer and candidates
  • Facilitate trade tests for technical roles (welding, electrical, plumbing, AC, etc.)
  • NAVTTC/Takamol Skill Verification Program for Saudi-bound skilled workers
  • Client selects final candidates — selection ratio typically 1 out of 3–5 candidates

Phase 4: Documentation & Attestation
  • Employment contract preparation and attestation
  • Degree/Diploma attestation chain: HEC/IBCC → MOFA Pakistan → Saudi Cultural Mission (Mosadaqa) / Embassy
  • Enjaz E-number issuance (Saudi) / QVC biometrics (Qatar) / Embassy processing (UAE, others)
  • All attestation done under PPA supervision — employer doesn’t need to manage anything

Phase 5: Medical & Visa Processing
  • GAMCA/Wafid medical token booking and exam coordination (blood, X-ray, physical, urine/stool)
  • Tasheer biometric enrollment (Saudi) / Embassy visa stamping
  • Visa stamping typically takes 3–7 working days
  • PPA handles all follow-ups and status tracking

Phase 6: Pre-Departure & Deployment
  • PakSoftSkills platform registration and training completion (mandatory since Nov 2025)
  • Foreign Service Agreement (FSA) signing + Protector countersigning
  • Protectorate registration (Protector sticker on passport)
  • Emigration fees payment (registration, OPF, State Life Insurance Rs 1M coverage)
  • Pre-departure briefing: rights, cultural orientation, safety, emergency contacts
  • FIA immigration clearance at airport

How long does the full recruitment process take?
The typical end-to-end timeline is 8–13 weeks from demand registration to deployment. For urgent requirements with pre-screened candidates, we can expedite to 4–6 weeks.
What does it cost to recruit workers from Pakistan through PPA?
PPA operates under BEOE-regulated fee structures. Workers are charged only the government-regulated deposit (Rs 15,000 for standard, Rs 6,000 for direct hires). Employer fees depend on volume and complexity — contact us for a quote.
Is PPA licensed to recruit workers from Pakistan?
Yes. PPA holds OEP License #0332/LHR issued by the Bureau of Emigration & Overseas Employment (BEOE) under the Emigration Ordinance 1979. We have been licensed and operational since 1975.
What countries can PPA recruit workers for?
We recruit for Saudi Arabia, UAE, Qatar, Kuwait, Bahrain, Oman, Turkey, and other countries. Each country has specific visa processing requirements that we handle end-to-end.
Do you handle visa processing or just recruitment?
Both. PPA provides complete end-to-end service: sourcing, screening, interviewing, documentation, attestation, medical coordination, visa processing, Protectorate clearance, and pre-departure briefing.
What is PakSoftSkills and is it mandatory?
PakSoftSkills is a government-mandated free online soft-skills training platform. Since November 2025, all workers must complete PakSoftSkills registration before the Protector of Emigrants issues the departure stamp. PPA coordinates this for all workers.
Can employers interview candidates before selection?
Absolutely. We coordinate video calls or in-person interviews. For technical roles, we also arrange trade tests so employers can verify skills firsthand before making selections.
What happens if a worker fails the GAMCA medical exam?
If a worker fails the medical exam, PPA immediately sources a replacement candidate from the shortlist. We maintain backup candidates specifically for this scenario to avoid delays.
