How skilled trade workers from Pakistan get certified for GCC and international deployment
NAVTTC (National Vocational & Technical Training Commission) is Pakistan’s apex government body for technical and vocational education. It sets national qualification standards, accredits testing centres, and certifies trade workers for both domestic and international employment.

The overseas employer defines the trades, skill levels, and certification standards required. Some employers also specify particular welding codes (e.g., ASME, AWS) or competency levels.
PPA shortlists candidates based on experience, existing qualifications, and employer specifications. Workers with prior overseas experience or relevant certifications are prioritised.
PPA schedules the trade test at a NAVTTC-accredited testing centre. Tests are coordinated in batches aligned with the deployment timeline.
The trade test is primarily practical — workers demonstrate their skills under supervised conditions. For welders, this includes test coupons assessed for penetration, appearance, and defects. For electricians, it includes circuit assembly and fault diagnosis. Each trade has specific assessment criteria.
Some trades include a short theory component covering safety protocols, tool identification, and basic technical knowledge relevant to the trade.
Workers who pass receive a NAVTTC trade test certificate. Results are shared with the employer for final approval before proceeding to GAMCA medical and visa processing.

The NAVTTC trade test is a practical skills assessment conducted at accredited testing centres in Pakistan. It certifies that a worker possesses the competency level required for their trade, and is typically required for overseas deployment.
Not for all. The trade test is required for skilled trade workers — welders, electricians, pipe fitters, mechanics, etc. Unskilled or semi-skilled categories (helpers, cleaners, general labourers) typically do not require a trade test.
NAVTTC accredits testing in over 100 trade categories, covering construction, welding, electrical, mechanical, HVAC, plumbing, oil & gas, and support services.
Workers who fail can retake the test after additional preparation. There is no limit on the number of attempts, but each attempt requires a new registration and fee.
Results are typically available within 3–5 working days after the test. The certificate is issued once the worker passes.
Some employers conduct their own skills assessments in addition to the NAVTTC test. However, the NAVTTC certificate is the standard certification recognised by BEOE for emigration clearance purposes.
