The Saudi Arabia work visa process for Pakistani workers involves a structured sequence of steps managed through Pakistan’s Bureau of Emigration and Overseas Employment (BEOE). As a BEOE-registered Overseas Employment Promoter (OEP License 0332/LHR), PPA facilitates the complete Pakistan-side processing chain — from demand letter verification through final departure clearance at the Protectorate of Emigrants office. The process typically takes 4–8 weeks depending on document readiness, medical clearance, and visa stamping timelines. All workers departing Pakistan for Saudi Arabia must complete GAMCA medical examination, BEOE emigration clearance, document attestation through MOFA, NAVTTC trade testing (for skilled trades), and PakSoftSkills pre-departure orientation (mandatory since November 2025). The Saudi employer issues a demand letter specifying job titles, quantities, and contract terms. A Power of Attorney — attested by the Saudi Chamber of Commerce — authorizes PPA to act on behalf of the employer for recruitment and visa processing in Pakistan.
PPA registers the demand letter with the Bureau of Emigration and Overseas Employment (BEOE). This creates an official job order in the BEOE system, which is required before any worker can be processed for departure.
Workers are selected based on employer specifications. For skilled trades (welders, electricians, pipe fitters, etc.), candidates must pass a trade test at a NAVTTC (National Vocational & Technical Training Commission) accredited testing centre. NAVTTC certifies competency across 100+ trade categories. Test results are submitted to the employer for final approval.
All selected workers must pass the GAMCA (GCC Approved Medical Centres Association) medical examination. Tests are conducted at designated centres and typically include blood tests, chest X-ray, physical examination, and infectious disease screening. Results are valid for 3 months.
Educational certificates and trade qualifications are attested through the following chain: IBCC (Inter Board Committee of Chairmen) or HEC for academic documents, Ministry of Foreign Affairs (MOFA) Pakistan for final attestation, and Saudi Embassy attestation (via Tasheer service).
Once documents are attested and medical is cleared, the visa application is submitted through the Enjaz system (Saudi Arabia’s electronic visa platform). Visa stamping typically takes 3–7 working days after submission.
After visa stamping, each worker’s file is submitted to BEOE for final emigration clearance. This includes verification of the employment contract, salary terms, and worker protections. The Protectorate of Emigrants office issues the final departure stamp.
Since November 2025, all workers departing Pakistan for overseas employment must complete the PakSoftSkills pre-departure orientation program. This covers workplace rights, cultural awareness, safety protocols, and complaint mechanisms.
With all clearances in hand — BEOE stamp, visa, medical, PakSoftSkills certificate — the worker is cleared for departure. PPA coordinates flight bookings and airport logistics.
